
CLARE at the 9th APAN Adaptation Forum

The CLARE community at the 9th Asia-Pacific Climate Change Adaptation Forum (APAN Adaptation Forum) will showcase the programme’s rich and deepening engagement in the Asia-Pacific region.
The APAN Adaptation Forum is a flagship climate adaptation event and the largest gathering of adaptation practitioners in Asia and the Pacific. From September 29 to October 3, 2025, the 9th APAN Adaptation Forum will take place in Bangkok, under the theme “Resilience for all: catalyzing transformational adaptation”, offering a platform to exchange learning, shape priorities, and advance climate solutions.
As part of the flagship forum, CLARE partners will highlight the programme’s ongoing work to strengthen the climate resilience of communities through its support for research that leads to tangible impacts on the ground as well as capacity strengthening – a dual approach helping to ensure research legacy and sustainability.

CLARE’s presence at the 9th APAN Adaptation Forum will include two sessions, bringing together CLARE partners from across Asia:
- Enablers and Barriers to Transformational Adaptation: Lessons from CLARE Projects in Asia (Oct 3, 14:00-15:30)
- This session will offer collective learning from the CLARE Programme on transformational adaptation, drawing on lessons from projects in Bangladesh, Bhutan, Nepal, Indonesia, the Philippines, and India. The session will explore both the enablers and barriers to transformational adaptation across diverse contexts in Asia.
- Financing Transformational Adaptation from the Ground Up (Oct 1, 14:00-15:30)
- This session will address the adaptation finance gap in Asia, examining both the scale and challenges and barriers in mobilizing adaptation finance, building on conclusions from the CLARE Asia meeting in Kathmandu in October 2024. It will explore how climate finance can effectively empower local actors and drive inclusive, sustainable adaptation.
The APAN Forum will also feature a keynote address from Professor Shobhakar Dhakal of the Asian Institute of Technology (AIT) as part of Plenary 3 on October 3. Professor Dhakal will touch upon CLARE as an example of an enabler for transformative adaptation, highlighting AIT’s ongoing work in leading the CLARE-ASEAN research programme.
