Evaluation of the CLimate Adaptation and REsilience (CLARE) program

The CLARE program requests expressions of interest for a team to conduct a phased evaluation of the CLARE program.
The intended uses of the evaluation are to understand strengths and weaknesses of the program’s approaches to inform adaptive program management, assess the results, outcomes and positioning for impact of the program alongside its theory of change, and to support identification and refinement of future programming approaches and/or areas of investment.
Eligibility
- The team must include members with experience evaluating research for development programs/initiatives that facilitate evidence generation and use.
- The team must include member(s) with expertise related to climate adaptation and resilience in the Global South.
- The team must include member(s) with experience related to addressing gender equality and social inclusion in evaluation of research for development programming.
- The team must include member(s) fluent in French.
- The team MUST NOT include team member(s) who have a conflict of interest. All team members must be independent of CLARE and its funders, and without any stake in the evaluation outcome. For example, team members must NOT have had involvement in the design or implementation of any CLARE-funded activities, and should NOT have expectation of applying for funding from CLARE or its funders over the course of the evaluation.
