FOrecasts to Local Action (FOLA): A locally-led anticipatory action approach to strengthen the resilience of communities

Worldwide, the implementation of anticipatory action (AA) systems is growing. AA systems use forecasts to enable timely, pre-emptive interventions that reduce the humanitarian impacts of predictable shocks.
To be as effective as possible, AA systems should be ‘as local as possible and as international as necessary’, but many current anticipatory action frameworks fail to include the knowledge and voices of local people and communities.
The FOrecasts to Local Actions (FOLA) approach developed through the PASSAGE project is designed to make AA systems localized, making them more effective in turn. FOLA is a systematic and replicable step-by-step framework to facilitate local community involvement in AA system design and to co-produce forecasts, triggers and actions.
A new info brief from PASSAGE breaks down the FOLA approach in clear terms, illustrating how this framework can be replicated – bringing local knowledge and experience together with scientific forecasts and approaches to build AA systems that have greater local legitimacy, relevance and applicability.
